Pretty much the same as your mom made, but minus the loaf pan.
Preheat oven to 375. Heat oil and saute onion, pepper, and garlic until soft. Mix meat, 1/2 tomato paste, onion mixture, Panko, eggs, oregano, and salt and pepper in large bowl. Start with 1 cup of crumbs and add more to get a good consistency. Meanwhile, heat remaining tomato paste, brown sugar, mustard, and ketsup in small sauce pan or in microwave. Form meat mixture into loaf on large baking sheet. Cover top with sauce and bake for about 45 minutes to an hour, or until cooked through.
